Found on a cement picnic table 15 feet from a wide creek.

I became aware of this bug by my leg as I was eating... At the time I was too scared to look at it closely and assumed it was some sort of insect with a lizard like tail. I took a short video of it with my phone, and when looking back, noticed a line on its back. The only thing that it moved was its antennas... But I think it was the wind. This could be an insects exoskeleton... The question is... What is/ was it? Everyone I have showed it to is stumped.

Ps, this insect was approx. 3/3.5 inches long.

This is indeed a a shed exoskeleton (the white 'threads' are the lining of its major internal respiratory structures (tracheae) . It likely is a stonefly (order Plecoptera) - see http://1.bp.blogspot.com/_Ne3bhx2j74s/S_qTlu0ab0I/AAAAAAAACik/DtUpEj0w0Hg/s1600/stoneflyIMGP4393.jpg for an example.
