ANSWERED: Ground cherries and Peppers...

I am very new to the entire gardening and planting world. I do not have luck with plants at all. I am notorious for killing plants, even though I follow directions.
So, given my back ground story, I'm being very persistant this year and bound and determined to grow something, even if it is a annoying weed....

I am learning by my MIL to plant and what to grow in this zone. I believe it is zone 7 or 8...I live in upper Georgia. And I FINALLY gotten something to grow. Spinach, lettuce, strawberries, Napa cabbage, yellow melons, sugar babies, etc...But I am having SUCH a HARD time with Ground cherries (A.K.A. Poha berries, cape gooseberries) and Peppers. I ordered these seeds from Kitazawa seed co, and the other seeds i have recieved from them, they have already sprouted and transplanted. They are doing extremely well. The Peppers and the Ground cherries, however, are not! After a month in a half (planted them into their own containers and planted at the same time) only three pepper plants have sprouted and the ground cherries have yet to sprout. Can any one give me "Laymon Terms" of How To grow these stubborn plants?
I guess you would need to know what i'm doing
-I have planted them into one of those flat i believe they are called "cells" they are maybe a 1 1/2 inch square for the peppers and the same for the berries.
-I have heard from several people that peppers do not need much water, so i give them water once a week enough to make the soil moist and gives.. I cannot give an accurate amount
-the soil that i am using is 1 part potting soil, 1 part chicken compost.
-they are planted outside (and a month an a half ago there is absolutely no danger of frost) and they get 6+ sun
-the "cells" have holes on the bottom with a tray, so i am going to guess that they are well drained? when i lift the "cells" up there is a little bit of water but not enough where the bottom of the "cell" is touching

I guess that is about it. Im sure i forgot something or i'm not using the right terminology. but PLEASE PLEASE help! I need dire advice on these two plants:(
