This is another example of a ground beetle in the genus Calosoma (see the one submitted by grits74571). They are voracious predators on other insects, especially caterpillars (including gypsy moth caterpillars), and thus usually considered beneficial.

Down south we call this beetle a June bug...it seems to be prevalent at that time of year and appear most often around fruit bearing plants...such as black berries.
They are beneficial, but can cause a heart attach if startled out of there place with the buzzing sound.
@kittens2211 - I believe that you are thinking of scarab beetles in the genus Cotinis, commonly called green June beetles or fig eaters. Beetles in the genus Calosoma are strctly predators and do not mess with fruit.
