What is this cocoon like thing

I found this wrapped in a towel in my garage surrounded by webbing and at the end of the tail there seems to be an exoskeleton of something that looks like a spider and if you touch the cocoon the tail wiggles around violently what is it??

Try putting it into a vented container like a jar with small holes in the lid and set it someplace out of the sun. It is probably something pupating and should hatch as an identifiable adult form.
