Can Japanese peonies be started from their seeds or are they sterile. Thanks

Do you mean Itohs?
I think they can be started from seeds.
Peony seeds need three months warm, followed by three months cold, and then
another three months warm. It would take several years after that before they flower. They are hypogeal germinators as they form a root, and the leaves do not show until the second warm period.
