I need help! For the past two years I have been battling to get rid of this flying pest. I live in Dallas, TX and have a small garden along with some fruit trees. This flying pest is sucking out the green from the leaves of my trees. I have tried neem oil and other products. Please help!

This appears to be Delphinia picta, a fly in the family Ulidiidae. It does not have sucking mouthparts, and would not be responsible for the damage to your fruit trees, See http://entnemdept.ufl.edu/creatures/misc/flies/delphinia_picta.htm for detailed information on this species.
