Can I plant out shrubs now in Zone 7b?

I have a number of shrubs holding on my deck and waiting to go into the beds. Appreciate your thoughts on moving them all now to their new homes in the garden.

I'm in zone 7b and last frost is Mid April. We've had temps in the 50's and 60's and supposed to be 70 tomorrow. I have them potted up on the deck where they get the morning sun. They are beginning to bud and show signs of life.

I think they should all get planted now. Will frost damage the new growth? If the temps take a dive, at what point should I start covering things up? Or, should I just hold them on the deck for a bit longer?

Here is a list of what I have. Ordered from Plant & Gnomes. They are about 2- 3 ft. They have been potted up for about 2 weeks.
3 Clethra Ainifolia Ruby Spice
3 Itea Virginia Sweetspire Merlot
3 Spirea Jeponica Neon Flash
1 Hydrangea Arborscens Smooth Annabelle

I also have a Black Lace Eldeberry from a local nursery that has been pruned to about a foot. It's very well rooted and the branches are a bit larger than a pencil. It's been budded for several weeks. It's also been outside all winter so thinking it could get planted now.

Last, I have 2 Spilled Wine Weigela on their way from MB. They won't be as big as the plants from P &G so they may need a bit more Patio time.

Appreciate any advice.

Yes they have all been outside all winter. However, for the last several weeks they have been in pots on the deck in an area that protects them from the wind and would also be a bit warmer than out in the open garden.
