Can anyone confirm if this is a Segestria Florentina? it looks similar but I would like to confirm as i never seen a spider eat another.....especially in rural oxfordshire

Does not look like one - that species is a tube web spider, and this certainly does not look like a tube web in the image. Also, it is possible that you were seeing a spider with its shed 'skin' rather than one spider eating another.
