Suddenly today my garlic chives are loaded with some species of fly. In addition, a much smaller bee(?)like insect is present in fewer numbers. Last photo shows both for size comparison.

Garlic chives are so attractive to wasps and other pollen eaters. I can't go beynd "a fly and a wasp" though

Fly could be a flesh fly (Sarcophagidae) and the bee might be a halictid (sweat bee).
