some kind of fly.
this one look like a small mantis to me. but not sure.

It's a robber fly (family Asilidae). They are general predators on other small arthropods.
Your robber fly looks like it could be in the genus Diogmites. These particular robber flies are known as hanging thieves as they tend to hang by a leg or two while consuming prey.
