What causes leaves to develop this back?

When cleaning overgrowth of wild morning glories from my yard, I discovered most of the vines where filled with leaves that look like this.
Will this affect other flowers and what should I do with infected vines other than destroy?

gessieviolet, that looks like rust on the leaves. I get those too from too much rain. You should remove the leaves with rust and make sure they go into the trash not the compost pile if you have one. I heard some say to spray the vines with neem oil but I just don't know how it'll affect the rest of the leaves if it's in full sun. I bought some myself but have not used it yet.

Hope others can suggest solution to this problem.

I agree with Helena. You could spray with any of the fungicides after you remove the worst leaves.

These are weeds in my yard , I am destroying them; I am understanding they pose no particular threat to my other plants, right?
