My landlord has decided to establish, "guidelines for maintenance", by rejecting a plant list and landscape plan, despite being asked for a "plan of the garden areas...". I'm looking for quotes that outline the importance of knowing the plant to establish appropriate landscape maintenance. I know from experience that not all plants can be pruned at the same time or the same way. Any help is appreciated.

I don't have the text in front of me, but see if you can find a book by P. P. Pirone (I think) that is about maintenance of landscape plants. It will likely have at least some of what you are looking for.
I used to have this book, but left it at previous employer (back in 1993). I am pretty sure we have it at my present workplace - which I'll be able to check out on Monday. If you dmail me a reminder, I can give you chapter/verse as far as title, etc. - and maybe some specific quotes.
Any texts/published items by Ed Gilman may also "bear fruit".
This is a common malady - ignorance about management difference among plants - not solely specific to Pacific Northwest region. I watch uninformed (actually, stupid) landscape management behaviors across the midwest US. Most common is shearing spring/summer blooming and fruiting shrubs at times that eliminate flowering and fruiting - which simply reduces otherwise fabulous four-season ornamental species to only foliage plants.
