I'm at work so I didn't see this in person but my wife sent me pics of it. She thought it was alive at first but it looks like just the exoskeleton. Is it just a dragonfly skin?

It is indeed a shed skin (exuvia). This one looks like it came from a mayfly and is evidence of its transformation from a nymph to a winged adult or sub-adult.
