I have a young Red Maple that we planted and it has a main trunk and a smaller trunk coming off the side down at the base.
Should I cut off the smaller one and leave the larger one to be the main trunk?

Yes. The new stem is probably sprouting from the understock of the named variety Red Maple you purchased, and is simply using energy that could be devoted to growth of the rest of the crown of this tree.
Ok thanks , I thought I should. It will look so much better with out that coming up.
