CLOSED: Red flying insect - what is it?

My co-worker found this insect in a windowsill. Its body is a dark maroon color, with black wings and has a long stinger? Some kind of flying ant? Sorry for the blurry pic. Anyway, any help is appreciated!

A wasp parasitic on other insects; possibly a braconid.

And the stinger isn't a stinger, it's an ovipositor. Am I right, FD?
