I live in NW Okla and have seen these several times, but have been unable to identify what it is and if it's beneficial or harmful.
It looks like part fly and part something else.
I hope someone can help.

Looks like part mosquito to me ! LOL
It's about one half to an inch long and bigger than a mosquito.
It's a robber fly in the family Asilidae - predaceous on other insects - http://www.cirrusimage.com/Flies_robber.htm
