These flies that look a bit like tiny dragonflies were swarming by the millions (no exaggeration) on the coast of Lake Huron over Memorial Day weekend. They were very small and *absolutely everywhere.* Walking through any short grasses would disturb thousands of them into the air. In places, they were swarming together in massive clouds that created a fairly loud humming noise. Every spiderweb was covered with hundreds of them. I'm wondering what they were. The image I'm attaching is a bit deceptive -- they were very small, perhaps only a centimeter long.
Help is appreciated!

Ah, thanks Flapdoodle, that's it exactly. I should have known them growing up in Michigan and visiting the great lakes every summer, but I can't ever remember seeing any insects this thick. Probably because we usually visit later in the summer when they've all died.
