CLOSED: green-yellow-red bulbous thing sticking up from leaf

There are quite a few of these things attached to the leaves of this tree. Is it a cocoon of some kind? Any information appreciated.

I'm sorry, forgot to say I am in zone 5. Tree is in mostly sunny spot near a woodland.

Leaf gall, likely caused by a tiny mite - see http://www.marylandinsects.com/images/Elm_Finger_Gall_Mite_Eriophyes_parulmi_on_elm.jpg for a similar one. They do not cause serious harm to the tree.
