What are they and should we treat the tree?
CLOSED: on a red maple tree
these are nymphs from one of the true bugs. i would say from the looks of the egg pattern that they are possibly Assassin Bugs and that is a good thing. if they are Stink Bugs of some kind, well, some are good and some are bad but none so serious to kill a tree. i would wait and see what develops.
