CLOSED: egg sacks?

Last fall I transplanted this althea tree to a new location in my yard. The new growth this spring looked good until I noticed a few days ago that many of the new leaves have some sort of white cottony attachment. The white structure has a yellowish circle at one end. Attached are the pictures. Does anyone recognize this?

I have added two close-ups of a leaf removed from the tree. One is the top side the other is the under side. Hope this helps.

Flapdoodle, you are correct. They look exactly like cottony cushion scale (Icerya purchasi). Thank you and I'll try to find an effective insecticide.
