Moving black swarm of tiny black bugs

Northern Michigan, MI(Zone 5a)

I've seen these before, sometimes even on top of the snow. They always appear in a mass that is constantly moving. They are soooo tiny I can't see any detail without the camera and even then it's poor at best.

I took these pics after raking leaves off of a flower bed. What are they and how do I get rid of them ?

i'm curious too. this looks very similar to something i photographed with a macro lens a few years back.

Springtails!! Googled them, seems like when things dry out they will no longer be an issue.
