Found a seller on Ebay selling "Dwarf weeping Larch tree" seeds. Larix Decidua Pendula. Can this be true? I thought that all weeping tress were grafted onto the rootstock of another tree.

Yes, that larch and other selections are often grafted onto seedling understock - usually of the same species, but not always.
Whether or not it is grafted, it can still set cones which can produce viable seeds. I have had cones produced on my weeping larch. I think I posted pictures of them somewhere on DG.
What the seeds will grow into...that remains to be seen. Likely there will be variability in the offspring.
