Unknown Insect on Leaf

I'm trying to figure out what this is, and I have no idea. Someone suggested it might be parasitic wasp eggs attached to a spider, but I have no idea. I found it near Pine, Idaho.

at first i thought it was the larvae of a Lacewing, or trash bugs as they are called, because they have a habit of putting the remains of their insect meals on their back but i've never seen an all white one before...looks too uniform. i think the parasitic wasp idea has merit. i googled some images and it does happen.

was it dead or alive? maybe something being affected by a parasitic fungi?

I don't remember, but probably not if it had all those things on its body.

i can't find any info on it other than pictures. is it like a mealybug? good bug or bad bug? (in the general gardening sense)

So I doubt its a good thing.
