I know that with some papyrus you can root them upside down in water although I have never done it. Can 'Baby Tut' be done this way? How often, if ever, should I change the water while they are rooting?

Surprised you have not received a response. I have three sizes of Papyrus. The really large one (8 feet high) only seems to propagate from the root stock. The medium size (2 feet) also seems to have this limitation.
I am guessing that when you say "Baby tut" you are talking about the smallest Papyrus (8 - 12 inches). This one is almost invasive. As soon as the heads fall over and hit the pond water surface or the moist ground surrounding the pond they start growing plantlets. I would not worry about changing the water. They seem to love boggy ground.
