CLOSED: Please identify this odd insect:

It looks like it was designed by committee. It darts around and has a mouth piece like a hummingbird. The hairy-like back side must serve some purpose. Different parts of the wings are reflective, transparent, translucent, and opaque. My eyes almost crossed following it. The banded thorax sure looks like an insect.
