I walked out of the house and saw the strangest sight on a small basil plant that i have in a container waiting to be planted. What is this thing fraternizing with a daddy long legs. Looks like they're eating something black off the leaves. But i am really not sure Whats going on here.

Nice find! With the Harvestmen is the American Pelecinid wasp (Pelecinus polyturator). They are so very distinctive with that long abdomen. There is only one genus and one species in this family (Pelecinidae) in North America. Bugguide.net states that there may be a complex within this species however.
These wasps are parasitoids of beetle larvae. The adult female finds the appropriate beetle larvae by thrusting her ovipositor in the soil.
