I was going to say a Mud Dauber wasp but now I'm not so sure.
Quite the potter indeed. This was constructed by one of the potter wasps. The genus Eumenes construct "pots" like this. The pots are provisioned with caterpillars or sometimes beetle larvae for the developing wasp larvae to feed on. Here's a great picture of one found out west.
