I had problems w these little (about 1/2" long) beetles in June. They are gone now but were very destructive while here.

They damaged my Hydrangea quercifolia blooms and ate my basil.

I searched for an ID but couldn't find one. Here they are taking a bath! Ha, ha.

It might be a Chafer of some kind. Not sure which.
