I found this just crawling around in my dining room, could someone tell me if it's a bed bug or not?

No that is not a bed bug. Just a little beetle who took a wrong turn.

Also agree it is not a bed bug, but it is a bug, not a beetle. It is one of the Burrowing Bugs in the family Cydnidae. Probably Pangaeus bilineatus: http://bugguide.net/node/view/322263/bgimage

Bed Bugs are way way much smaller than that, and they're reddish.
