black spiky bugs killing my shrub - help

Braintree, United Kingdom

found these little guys firmly attached to my shrubs outside, nothing seems to kill them off, need to find their kryptonite before I lose my hedge.

I'm just guessing, but it looks a lot like a molt of some kind. Did you see this moving at all, or see anything to indicate that it is more than a shed skin? The first instar of some lady beetle larvae are small, spiky, and all black. Or perhaps it could be a caterpillar molt...Just a thought...

not actually seen them moving but they do not look like any kind of pod or carcass, there are hundreds of them all pretty much the same size, cannot see any baby ones, they are on the own and bunched up also.
