I'm quite confident in stating that this is neither a Tree, Shrub, nor Conifer.

This is a perennial herbaceous plant of some kind. It reminds me of a Stokesia sp.

Maybe you should post your question/image in the Plant ID forum, or in the Perennials forum, for a swifter answer to your question.
