It looks like a juvenile Black & Yellow Garden Spider, Argiope aurantia. The Banded Garden spider doesn't have notches in the abdomen like this one. It is interesting that the stabilimentum is vertical and not rounded. That is usually a characteristic of adults. Nice picture! Compare with this one:
