I am having a terrible year as far as garden pests. Never before had so many insect problems.
This white fluff is on all kinds of flowers, looks like soft cotton. When touched, part of it is a sticky fluff and a white insect flies away. Would like ID and what type insecticide to use to get rid of this. It started last year on just a few plants and this year has spread all over.

I'd never even heard of columbine sawfly, or mint moths til this year
yes it's mealybugs.
for control it's very important to get a best time.
