I'm thinking it could be a cocoon or chrysalis maybe?

Maybe a bagworm of some type? Never seen something like that before.
This is called the Octagonal Casebearer or Octagonal Casemaker Moth: Coleophora octagonella

Notice at the link that it may be true that it is misplaced in the genus Coleophora. I've been seeing these in coastal SC as well. They end up hanging from a variety of things, even man made structures. Apparantly, their larval food source is lichen.
