can't see them very clearly but think they are Black Swallowtail Butterfly caterpillars first instar(newly hatched). Parsley, Dill, Fennel, & Rue are host plants for them

Look at the top more closely.
Those are definitely aphids, or something similar.

I'm 99% sure those are aphids.
