Oak Tree with Aphids?

Can an oak tree get Aphids? The leaves are shiny and I found a whit bug like rice on it. What should I do?

Yes, they can. What to do? - let nature take its course, and natural aphid predators will keep the populations under control.

Do birds eat aphids? I see them in the tree a lot.
