CLOSED: Is this Atala butterfly egg clusters or scale?

I live in FL. I thought this was scale on the stalk of my saw palmetto but the white fuzzy dots appeared to large for scale. I found a photo of Atala butterfly egg clusters and it appeared to be very simular. Do you think it's Atala?

When I opened the picture, they looked like mealy bugs to me.

I don't seeing them move. I was about to go and treat with soapy/alcohol spray. I hate the chemicals but sometimes I can't seem to get control of the problems.
