Is my red cedar in trouble?

My red cedar is over 12' in height. Last year it began to show new growth. Now this spring it appears dry and brown from underneath and up over half way. The outer part of the branches show new growth. What could be wrong?

My False Cypress, Chamaecyparis obtusa 'Gracilis', did that this year, too. I'm curious to read other's opinions.

One of the juniper blights. The inner crown is more humid, which makes better growing conditions for the blight fungus. The outer crown is more exposed to dry air, which tends to kill off the fungus.
