CLOSED: Unknown herb pest

For the past two years anything I've grown in one particular spot in my garden has been overwhelmed with these things. Last year it was dill, this year it is chervil. The bugs don't seem to kill the plant, but they are difficult to wash off and render it tough to use.
The are is partially sunny, gets about 6-7 hours of afternoon sun a day, and a bit more damp than the rest of the garden. Also, I'm growing dill this year in a different area and it hasn't been bothered by them.

Any idea what they are? Is there a solution (preferably organic)?

Those are aphids! Yuck!
Whatever you decide to do about them, do it quickly, because they give live birth, and spread like mad.

Spray throughly with insecticidal soap, which can be made from Castile soap and water, or purchased inexpensively in spray bottles at your nearest HD/Loews/Kmart/Garden Center. Considered organic and safe for food plants.
