What's doing this to my Mexican petunias?

they are such a tough plant and the only thing i've ever seen on any i've had is cushion scale. your picture is kind of hard to see. if you rub the back of the leaf or look closely, do you see spider mites?
it almost looks like it could stem from a drainage problem...too wet maybe?

They are in (4-5) areas of my property but all in well draining raised beds so I don't think moisture is the problem. The damaged part of the leaves (light beige) looks like its lost its color & you can readily see the veins. They are almost lace like but just thin in the damaged areas. Isee/feel no scale or any other pests. I will try to send a better pic.

sunburn or some kind of spray you've used maybe? the black plastic could be reflecting heat. they still look too wet to me but it may just be the photo. they definitely look sick.
