CLOSED: Mayfly ?
Indeed a mayfly; perhaps in the family Baetidae.
I look at all the species under all the genera under Baetidae:

I think it looks like this one: Nederland Mayfly - Baetis tricaudatus

That's a possibility, but given both the quality of your image and the close resemblance of several different species to each other, I would be very hesitant to make that a positive specific i.d....
Yes, there was one other species in those I looked at that was pretty close to mine, but I was still able to see the differences in the head, thorax, tail and wings. I feel confident in my choice. Thanks for supplying the Family name.
