Yes definitely a fly. It has only one pair of wings. The hind wings are modified into tiny pingpong bat shaped organs, which are visible in your picture, being bright yellow and just behind the wings.

I think yours is a Hoverfly (family Syrphidae), but it is not a species that I know,
