We just found a cluster of these things in a bucket full of rain. They are eating mosquito larvae (the smaller creatures also in the water top right).

These are rattailed maggots, larvae of certain flies in the family Syrphidae (hover/flower flies). They are harmless scavengers - see http://tinyurl.com/nrk2mv for details.
Wow - that is possible one of the worst sounding name you could get as a youngster - poor things.
