This was found in my sisters vegetable garden bed, and there are hundreds of them in there....any help is appreciated, just to put her mind at ease. Thank you!

Can someone ID this grub?
it's scarabidae larva.
This is indeed a larva of a beetle in the family Scarabaeidae. Collectively known as 'white grubs', some can be very serious turf pests when the feed on roots of grasses. Those found in garden soil include species (such as in the genus Cotinis) that feed primarily on decomposing organic matter. Nevertheless, turning over the soil so that birds can find the larvae may be a good idea.
