HI Someone sent me the seed heads (I guess thats what you call them) in a envelope. They are all black and dry but when I rub it the seeds dont seem to come off. What am I doing wrong? Do I need to let it dry longer?

need help with Rudebeckia
I found the perfect picture - a cross section of rudbeckia flower
http://www.csdl.tamu.edu/FLORA/Dissect/DI0010.JPG See how the black seeds are held close to the central cone? If your seedheads still have seeds, you should be able to tap them out by thumping it on a hard surface. If all else fails you can crumble up the whole head and plant them as they are. The debris won't hurt the germination any.
Thanks Poppysue, I appreciate the help.

Tamlamb:
I should have explained better. I have always just planted the whole head, crumbling it into the hole as I went. Have always had great success doing so. I'm sorry! Didn't mean to confuse.
