Are these aphids?
I've seen them do a lot of damage to aloes. Hard dark honeydew substance are seen between the leaves.
I've used insecticidal soap/dormant oil - but they seem to come back. Any suggestions?

This looks more like a disease than an insect problem; I suggest that you contact the Alameda County office of the University of California's Cooperative Extension Service (see http://tinyurl.com/467uwe3) for advice.
Is there any follow up to this question? I'm seeing the same thing and quite a few of my aloes. They seem to be carried by ants and in a short time, destroy the crown. Neem oil seems to control them, but they keep reoccuring on other aloes. This also seems to destroy the flowers. I'm wondering if this is something relative new as there doesn't seem to be much info on the internet.
