This is a paper wasp (Hymenoptera: Vespidae) in the genus Polistes; likely Polistes exclamans - see http://tinyurl.com/2e7pgxv for an image. Most wasps in this genus construct open nests such as in this image rather than enclosing them like yellowjackets and hornets.
