This is a mason/potter wasp (Hymenoptera: Vespidae, subfamily Eumeninae); it could be in the genus Parancistrocerus (see http://tinyurl.com/29jjk9y for an example), but there are so many species in different genera in this subfamily that can be similar in appearance, I am not completely confidant.
