Is there a difference between the two and if there is how can I tell them apart? Is this a damsel or a dragonfly?

This is a dragonfly; they are easily distinguished from damselflies by how the hold their wings at rest. Dragonflies always hold their wings straight out from their body (as in your photo), whereas damselflies can fold their wings lengthwise over their body - see http://tinyurl.com/23o5k8h
