I live in San Mateo, northern california (Bay area). Last week I pruned back my Fuschia after it was damaged by a frost.
Today I saw it is covered in literally thousand and thousands of these eggs, and some are on the pot too.
Any help in identifying them and if not a beneficial insect in getting rid of them, without using pesticides?

This is just a guess, but these look more like the fruiting bodies of a fungus than insect eggs. If you note these primarily (or only) on those portions of the plant that were frost-damaged. i would be even more suspicious of that possibility.
